I’m not sure; on one hand the ref was enforcing a rule that sets all refs up to fail as you pointed out but on the other there is evidence that in a sea of people all wearing suits that are not regulation only two young ladies, sisters, have been harassed for the last year.

I have to assume that the ASD has information to which nobody else is privy and that they used it to make a decision that is best not just for the girls but for all athletes.
